This uses the same figures, and the same two Ministry of Finance documents, as our full piece, Before Malaysia's budget pays for a single service, RM210 billion of it is already spent, which explains the two-total discrepancy between the Estimates and the Fiscal Outlook, the RM139.2 billion Parliament never votes on annually, and the RM18.4 billion subsidy cut in full.

Rows marked “not elaborated beyond this figure” are exactly that — real, sourced amounts the Ministry does not further explain in this document. We have not guessed at what they cover.
